Collusion with asymmetric retailers: Evidence from a gasoline price-fixing case∗

چکیده
We provide a description of the internal functioning of a price-posting retail market cartel based on an analysis of court documents containing the recorded conversations of participants in actual gasoline cartels operating in Québec. We characterize the organization and the pricing mechanism of the cartels, and we relate our findings to the theoretical literature, proposing a framework for understanding the arrangement. It has two important features: asymmetric pricing cycles, and a transfer mechanism to low-cost stations based on order of play. Second, we study the breakdown of collusion following the investigation announcement to determine the effect of explicit communication. ∗We have benefited from helpful comments from John Asker, Allan Collard-Wexler, David Genesove, Gautam Gowrisakaran, Joe Harrington, Ken Hendricks, Tom Holmes, Bob Town, and seminar participants at Concordia University, UBC IO conference, CIRPEE Conference, IIOC, UCLA, University of Western Ontario, University of Waterloo, Yale, University of Minnesota, and University of Wisconsin. We also wish to thank people at the Canadian Competition Bureau and the Régie de l’énergie du Québec for their cooperation throughout the completion of this project. We received excellent assistance from Pierre-Olivier Lachance, Laurent Da-Silva, Jonathan Deslauriers, and CharlesDavid Sauvageau-Franche. Competition and Cooperation in Retail Gasoline Markets: An Empirical Study
Local retail gasoline markets offer a relatively low cost opportunity to test a number of hypotheses from the industrial organization literature regarding the interdependence of pricing choices. Is there tacit collusion among retailers? Or does the strong correlation of prices represent the natural workings of a highly competitive market (i.e. the law of one price)? Is there evidence of price l...
متن کاملAsymmetric Price Responses of Gasoline Stations: Evidence for Heterogeneity of Retailers
This paper studies asymmetric price responses of individual firms, via daily retail prices of almost all gasoline stations in the Netherlands and suggested prices of the five largest oil companies over more than two years. I find that 38% of the stations respond asymmetrically to changes in the spot market price. Hence, asymmetric pricing is not a feature of the market as a whole, but of indivi...
متن کاملAn Empirical Investigation of the Determinants of Asymmetric Pricing
This paper empirically investigates the cause of asymmetric pricing: retail prices responding faster to cost increases than decreases. Using daily price data for over 11,000 retail gasoline stations I find that prices fall slower than they rise as a consequence of firms extracting informational rents from consumers with positive search costs. Premium gasoline prices are shown to fall slower tha...

متن کاملAn Application of the Two-Regime Threshold Vector Error Correction Model to Analyze Asymmetric Price Transmission of Milk in Zanjan Province of Iran
In this paper asymmetric price transmission mechanism and nonlinear adjustment between producer and retail prices of milk were examined in Zanjan Province of Iran. For this purpose, a Two-Regime Threshold Vector Error Correction Model (TVECM) and a Sup-LM Test developed by Hansen and Seo (2002) were employed for checking presence of a threshold effect. Application of unit root tests indicated...
